The fact that there are other faults with the panel suggests to me that the supply to the panel itself has failed. This could be a loose connection or fuse in the supply to the ignition switch or at the switch.

A copper washer is not only NOT REQUIRERED in a copper sleeve but using g one can upset the atomisation in the cylinder due to the injector holes sitting too high in the head.
You do not say why you want to replace the sleeves. Did you inadvertently shift one when removing the injectors. To make life easier in ghe future always coat your injectors with a generous layer of copperslip. They will then be easy to remove.
