My Volvo D1 30f has lost power and the middle cylinder does not appear to be working. Cracking the fuel feed does not change engine revs. We’re as 1 and 3 do.

Being based in Portland I can assure you that the racing fleets and everybody else works with each other. The harbour master has rules as to how all vessels behave here and keeps a very close eye on things . There was if I recall a recent notice to mariners regarding foiling in the harbour...
I would also consider a dry suit if your single handed as hypothermia will set in quickly in those cold waters without one.
